I have a question. If a citizen of foreign country catches the ghost virus while visiting Santa Luison, will this cause diplomatic problems between countries?
Hmmm, I’d say foreigners get the same treatment as everyone else… Difference being that if they don’t survive the infection, the corpse would be returned to the home country.
That said catching the virus is still a rare and unlikely thing so the governments don’t really get too upset about it

Memory loss just happens to be a simple way to confirm the infection. If the person remembers something (= very rare), chances are their immune system somehow beat the virus, in which case they get sent back home

Newcomers start training as soon as there’s someone who’s qualified, available & willing to train them (senior officers). Often they have to wait for a while and do odd jobs in the meantime. Chie and Jon’s arrangement is weird and unexpected though so everyone’s a little curious about it :-D
Jasper used to be a trainee as well but something bad happened and he never got a chance to finish his training since, so he’s stuck being a janitor

What kind of political system does Phantomland's world have? If it's democracy, are ghosts allowed to vote?
They can’t vote, but the chief is a member of the city council so she has a say on any changes that are planned. Most decisions tend to go her way though, because most councilmen side with her for reasons unknown :>
